The House of Representatives has approved House Bill No. 10388 or “An Act Mandating the Allocation of an Area for Information and Communication Technology Infrastructure and Facilities in Subdivisions and Housing Development Projects” in the third and final reading.
The bill allows telecommunication providers and other information, communication, and technology (ICT) companies to purchase or lease land in private residential villages to build support infrastructure or cell sites.
“This welcome development will help ease the roadblocks that telecommunications companies experience in their rollout especially in subdivisions as many homeowners’ associations and communities still prohibit the construction of cell sites and other telecommunications infrastructure due to perceived health risks [and] aesthetic reasons.”

Telecommunications providers have continued to encounter resistance from private villages amidst the assurance of their safety. The resistance comes from residents believing that the radiation emitted from cell tower antennas could cause health problems.
“PLDT and Smart, for our part, are embarking on an information and education campaign to address the health concerns of these homeowners’ associations,” Panlilio added.
