The Philippine Amusement and Gaming Corporation (PAGCOR) released a memorandum ordering the removal of all gambling-related billboards and other out-of-home (OOH) advertisements.
PAGCOR – Gambling Billboards Memorandum
The memorandum was dated July 7, 2025 and requires the taking down of static and digital gambling advertising materials by August 15, 2025, including ads on vehicles like trains, buses, jeeps, and more.

Before taking the materials down, though, licensees will have to submit an inventory of all billboards and ads by July 16, 2025. This includes details of these,e like size, location, material type, rental expiry, and ASC number of these materials.
This directive seeks to help curb the growing interest and visibility to keep gambling addiction at bay.
To help with this, the agency emphasized that these vacated spaces can’t have replacement ads unless they are used for institutional or responsible gambling with prior approval.
