Senator Zubiri Seeks Outright Ban on Online Gambling

Senator Zubiri has filed the “Anti-Online Gambling Act of 2025,” advocating for a comprehensive ban on online gambling throughout the Philippines. Zubiri characterized online gambling as a “silent epidemic” inflicting growing harm, especially to minors and vulnerable populations.

The former Senate president emphasized that despite efforts to address Philippine offshore gaming operators (POGOs), online gambling has become a more pervasive issue, permeating households through digital channels. He noted a worrying trend of gambling addiction among young individuals who secretly squander family finances on online casino platforms.

The proposed legislation aims to ban all forms of gambling online, encompassing digital betting sites, mobile applications, and websites. 

Moreover, it would also require Internet Service Providers, mobile network operators, and digital platforms to block access to gambling websites and remove related applications within 72 hours of receiving notification from the Department of Justice or the Philippine Amusement and Gaming Corporation. Failure to comply could result in substantial fines, license suspensions, or even the revocation of operating licenses.

The senator raised concerns about the widespread presence of online casino advertisements, some endorsed by celebrities, and the normalization of gambling losses through social media. He underscored the severe impact on young people, who often resort to dishonest behaviors to finance their addiction.
