PBBM Launches Public Reporting Website for Flood Control Projects

President Ferdinand “Bongbong” Marcos Jr. has unveiled a dedicated website that allows Filipinos to report on the status of flood control projects across the country, amid growing concerns about the effectiveness and transparency of these infrastructure initiatives.

What does the new website offer?

The website, sumbongsapangulo.ph, lists down all the flood control projects nationwide, searchable down to the barangay level.

Users can access detailed information about each project including the contractor name, project type, funding year, contract cost, and map coordinates.

The platform allows citizens to submit reports about the status of a project, whether projects actually exist, are functioning properly, or have encountered issues. Reports can include photo and video evidence, and users have the option to remain anonymous as personal details are not required.

The website features filtering options by region, province or city, type of work, and funding year, making it easier for users to locate specific projects in their areas.

What do the numbers reveal?

During a briefing, it was mentioned that there are 9,855 flood control projects implemented between July 2022 and May 2025, with a total cost of PHP 545.64 billion. However, significant concerns have emerged from the data analysis.

More than 6,000 projects worth over PHP 350 billion lack specific details about the type of flood control structures that were built, repaired, or rehabilitated. Additionally, multiple projects in different locations show identical contract costs, which raises questions about whether standardized designs were applied regardless of local terrain and requirements.

The data shows that three regions received the largest share of projects and funding: the National Capital Region with 1,058 projects costing PHP 52.57 billion, Central Luzon with 1,617 projects at PHP 98.01 billion, and the Bicol Region with 866 projects totaling PHP 49.61 billion.

How concentrated is the contracting landscape?

The analysis reveals a highly concentrated contracting environment, with 2,409 contracting entities involved in the projects. Notably, just 15 contractors secured PHP 100 billion, representing 20 percent of the total budget.

Five contractors were listed for having projects across nearly all regions nationwide: Legacy Construction Corporation, Alpha & Omega General Contractor & Development Corp., St. Timothy Construction Corporation, EGB Construction Corporation, and Road Edge Trading & Development Services.

As for pumping station projects, 157 out of 170 projects were concentrated in Metro Manila alone, costing PHP 11.67 billion.

What’s the government’s next step?

President Marcos emphasized his personal commitment to monitoring the platform, stating he will review public reports daily. He described the website launch as just the first step in addressing issues with flood control projects, indicating that further actions will follow.

The initiative aligns with the President’s recent State of the Nation Address, where he specifically addressed corruption concerns in flood control projects. The government appears to be leveraging public participation to verify the actual status and effectiveness of these critical infrastructure investments.

While the website is a good initiative from the government, the implementation raises some questions as to how exactly they’ll verify each report, and because users can stay anonymous, there’s also the issue of how will they deal with fake photos or videos (say, AI generated ones).
